Section 5310 – Enhanced Mobility of Seniors and Individuals
with Disabilities Program

NOTE: Under Moving Ahead for Progress in the 21st Century (MAP-21), the reauthorization of surface transportation programs that took effect October 1, 2012, the Section 5310 Elderly Persons and Persons with Disabilities Program was renamed the Section 5310 - Enhanced Mobility of Seniors and Individuals with Disabilities Program.

Federal guidance provided recently (October 2013) is reflected in updated QPM Report, an updated Vehicle Maintenance Record Booklet and an Updated  Instruction Manual for Federal Transit Administration Vehicles  available for download (below). 

This program provides capital assistance for vehicles and specialized equipment to public agencies and private nonprofit organizations to meet the needs of transportation dependent individuals. This program requires public participation and equality of service under Title VI and the Americans with Disabilities Act. A Program of Projects is developed from an annual application process. The Federal Transit Administration (FTA) requires monitoring and oversight of these projects through quarterly performance reports, insurance documentation, preventative maintenance reporting, and on sight monitoring of equipment and services.

Type of Assistance: Capital

Eligibility: Private nonprofit organizations and public entities that provide transportation services to meet the needs of seniors and individuals with disabilities.

Amounts Available: Based on federal formula, approximately $1.5 million per year

Match Requirement: Capital - 80% federal, 20% local

Grant Application Period: The 2015 Application cycle opened January 14, 2014 and completed applications will be accepted until 4:00 p.m. Monday, March 17, 2014.
